Government Seeks To Tap On Pan-Armenian Potential





Meeting with the Diaspora-Armenian participants of the Diaspora Ministry-hosted Young Leaders’ Summer School program, Prime Minister Tigran Sargsyan answered their queries that bore on identity preservation, repatriation and other issues of topical interest.

Tigran Sargsyan noted: “We are keen on strengthening Homeland-Diaspora linkages. The Ministry of Diaspora has developed dozens of projects to connect you to the Motherland. The Diaspora is diverse which means that either the tools we offer should be of a wide variety to meet the needs of Diaspora Armenians. For this very reason, we have been holding discussions to reveal the priorities necessary to the cause of identity preservation.”

According to him, the government seeks to organize a broad range of events dedicated to the Armenian language, literature, church history. To this end, Diaspora-based teachers are being invited to Armenia for training purposes.

The Prime Minister advised that there are different websites in place enabling on-line debates with the representatives of the Armenian Diaspora over issues of mutual interest: “Professional pan-Armenian associations have been set up to deal with different specialties. The National Competitiveness Council is up involving successful entrepreneurs from the Diaspora who are prepared to discuss joint projects with the Government of Armenia which seek to enhance Armenia’s economic competitiveness and, on the other hand, support implementation of pan-Armenian projects. Everything is done to tap on the pan-Armenian potential,” Tigran Sargsyan said.

With reference to youth-oriented programs, the head of government reminded that a Prime Minister-headed youth foundation is operational which includes several non-governmental yourh organizations: “We have financial resources made available to non-governmental organizations-for implementation of competitive projects. Different types of events are being organized inclusive of summer camps, graduate seminars, sporting events and so on,” Tigran Sargsyan noted.

Projects are underway to solve the welfare needs and everyday problems of our youth: “Most specifically, a first-ever youth program on mortgage lending is launched featuring State subsidy of loan interest. Note that preference is given to young households from border regions.”

Speaking about repatriation, the Prime Minister stressed that the government has developed and approved a bill on repatriation: “The goal is to assure Diaspora Armenians that the Government is supportive of their drive to return to Homeland by providing any such facility – linguistic and so on - as seems to be necessary for them to adapt to the new environment.”

Tigran Sargsyan is convinced that unlike other States, Armenia has no alternative to the building of a knowledge-based economy: “Moreover, either our society should be based on knowledge. This is a general concept which is at the heart of all government programs. This means that education is to be a priority in the 21st century. It must meet the highest international standards. We are intent on ensuring that 5 Armenian universities are up to the best international standards so that they can pass corresponding certification. At this point, we have two such universities – the American and French universities - but we still need to get 3 others through since universities are the driving force of innovative economy. Intellectual capacity is our chief development resource to be tapped on,” Tigran Sargsyan stated.
Note that the Young Leaders’ Summer School brings together 24 young people aged 21-30 from 10 countries: United States, Russia, Belarus, Ukraine, Georgia, Estonia, the Netherlands, Spain, UAE and Syria. The program seeks to build up a framework for familiarization and mutual understanding, create bonds with the motherland, introduce them to Armenia’s public administration system, home and foreign policy characteristics and culture, organize meetings with public officials and develop schemes for continued cooperation.
