The regular Cabinet meeting took place today, chaired by Deputy Prime Minister Mher Grigoryan.

The Government adopted a decision necessitated by the need to fulfill obligations regarding export support, aimed at diversifying export markets, that arose during the month of August.

Addressing the decision, the Deputy Prime Minister emphasized the need to conduct studies to enhance the effectiveness of the support provided: "Starting today, we must consider providing institutional rather than ad-hoc support to businesses, so that support programs become more targeted. It is not a matter of cost-cutting, but of setting the right targets, so that instead of mechanically producing and exporting uncompetitive goods reliant on subsidies, we create products that face no restrictions."

Minister of Economy Gevorg Papoyan emphasized that this is precisely the plan: to pursue long-term, strategic solutions.

The Government approved the 2026 state standardization program and the list of standardization activities. The decision stems from the need to modernize standards across various economic sectors, develop national standards harmonized with international and regional ones, ensure the Republic of Armenia's participation in international and regional standardization processes, and modernize the national standards repository while ensuring the provision of information services.

The Government amended a previously adopted decision to align it with the provisions of the Law on Universal Health Insurance. Addressing the topic of universal health insurance, Mher Grigoryan inquired about the details of the process.

Deputy Minister of Health Samvel Kharazyan reported that, as of now, 1,815,000 individuals are insured. "About 50 percent of our insured individuals—or approximately 850,000 citizens—have already received services under the universal health insurance scheme. The Universal Health Insurance Fund has made the corresponding reimbursements to the medical facilities or pharmacies where these individuals received services or medication. In total, the value of services submitted for reimbursement by medical facilities and pharmacies exceeds 150 billion; this entire amount—including claims submitted for August—has been fully reimbursed," the Deputy Minister noted.

The Government approved the joint program with the Armenian branch of the Armenian Missionary Association of America to construct and subsequently maintain an educational complex in the Vardenis community of the Gegharkunik region. The initiative aims to establish an accessible, modern, and competitive educational system. Successful implementation of the program could serve as a catalyst for new initiatives involving the private sector in the education sector, specifically, the creation and efficient operation of new educational facilities. The Association has proposed building an educational complex in Vardenis comprising a school with a capacity of 300 students, a preschool for 150 children, and a community-based day center for children with a capacity of 60. Taking into account the number of school-age children in the community, the Ministry of Education, Science, Culture and Sport of the Republic of Armenia has proposed constructing the educational complex's school building with a capacity of 700 students, while undertaking the financing of the resulting cost difference.
