Deputy PM Suren Papikyan participates in presentation of the progress of EU Twinning Project



The presentation of the progress of the European Union Twinning Project "Support to Further Implementation of Civil Service Reform in Armenia" took place on October 29, 2021. Deputy Prime Minister of Armenia Suren Papikyan participated in the event and delivered a welcome speech.

Dear guests,

I welcome you to attend the discussion on the progress of the "Support to Further Implementation of Civil Service Reform in Armenia" program jointly implemented by the Civil Service Office of the Staff of the Prime Minister of the Republic of Armenia and the EU Twinning Project.

Cooperation of this type are always highly appreciated by the Republic of Armenia. I think the cooperating parties have quite great potential, the use of which is a cornerstone for the reforms in the sphere, which contributes to the continuous cooperation between Armenia and the EU.

I would like to thank our EU partners for their effective support, emphasizing that the civil service system in the Republic of Armenia is in the active phase of reforms. I am full of hope that the issues raised within the framework of this discussion will contribute to the modernization of the sphere with their unique solutions, will bring the civil service system closer to the EU guidelines. I wish all of us a fruitful discussion."

The event was attended by the Head of the EU Delegation to Armenia, Ambassador Andrea Wiktorin, Roving Ambassador of Finland for the South Caucasus Kirsti Narinen, Ambassador of France to Armenia Anne Louyot, Ambassador of Estonia to Armenia Rina Kalyurand (residence in Tbilisi), and other guests involved in project management.

The project was launched on January 13, 2020 and will end on May 31, 2022. It is funded by the EU, with a budget of €1.3 million. The main beneficiary of the project is the Civil Service Office of the Staff of the Prime Minister of the Republic of Armenia.

The program pursues the realization of the general goal of improving the transparency, accountability and efficiency of the public administration of the Republic of Armenia by strengthening the professionalism and the proper work of the civil servants in line with the principles of public administration. The program consists of 4 components: capacity building, recruitment, performance appraisal and training, in the direction of which progress was presented during the above-mentioned event.

It is expected that the activities carried out under the listed components will lead to the following results: capacity building of Civil Service Office and beneficiary institutions, strengthening of recruitment and selection systems, reform of the civil service performance appraisal system and improvement of the training system.
