By the government's decision, one-time support of AMD 100,000 will be provided to each person forcibly displaced from Nagorno Karabakh










A regular Cabinet meeting took place today, chaired by Deputy Prime Minister Mher Grigoryan.

The government approved the proposal for signing the agreement between the Republic of Armenia and the European Commission "Support for justice reform in Armenia. Phase II", by which the European Union will provide budgetary support to the Republic of Armenia in the amount of 9 million euros. Another 2 million euros will be provided for additional project support. The overall objective of the action is to contribute to the achievement of international standards in the fields of justice and anti-corruption in Armenia, which are related to benevolence and accountability, independence, quality, efficiency and access to institutions to ensure adequate services for the population.

The Government approved the Disaster Risk Management Strategy 2023-2030 and the Disaster Risk Management Strategy Action Plan 2023-2026. The decision establishes a reform agenda, the vision of which is to form a safe and resilient state and security culture, ensuring the safety of the individual, community and society from the risk of disasters and contributing to sustainable development based on risk awareness. The way to achieve the defined vision is the implementation of the following strategic goal: the formation of a National Risk Management system with continuously developing capabilities in accordance with international standards, which will have mechanisms for decision-making, their implementation and monitoring aimed at: a. disaster risk reduction, b. operational response, c. post-disaster recovery.

By the decision of the Government, the weekly workload of the pedagogical workers of the extracurricular educational institution for 1 term (regardless of the organizational and legal status) will be uniform and will have clear organizational and financial foundations from the state. The above changes are aimed at easing the workload of teachers and will also lead to an improvement in the financial situation.

Before proceeding to the report, the Minister of Education, Science, Culture and Sports Zhanna Andreasyan first congratulated all teachers on Teacher's Day and thanked them for their work, which, according to the minister, requires extra effort, especially these days, considering that at the moment in Armenia there are more than 21,000 school-age children forcibly displaced from Nagorno-Karabakh, whose education also lies on the shoulders of teachers today.

Thus, according to the minister's report, the need to implement this measure derives from the logic of substantive large-scale reforms in the field of general education. The change being implemented aims to make a change in the teacher's rate, the necessity of which is largely determined by the introduction of the new standard. In parallel with the implementation of the standard, it is planned to provide quality educational content, high-quality teaching staff, which through continuous professional development and self-education will be able to ensure the formation of a civilized, creative, proactive, capable, competitive citizen who sees the future in his own country.

According to the Government's decision, 100,000 AMD one-time monetary social support will be provided to those forcibly displaced as a result of the military operations unleashed by Azerbaijan against Nagorno-Karabakh from September 19, 2023 who were registered at the Migration and Citizenship Service of the Ministry of Internal Affairs of the Republic of Armenia after 12:am September 24, 2023.

According to the Minister of Labor and Social Affairs Narek Mkrtchyan, this decision proposes to allocate resources from the reserve fund of the government for providing this one-time support. "The beneficiaries of this program are our compatriots forcibly displaced from Nagorno Karabakh, who were forcibly moved to Armenia after September 24. In order to benefit from the support program, it is essential that the person is registered in the database of the Migration and Citizenship Service. We have repeatedly urged those who did not register when they entered Armenia, and now we are urging them to register in the regional humanitarian centers located in more than 60 communities of the Republic of Armenia. The addresses are posted on the website www.irazekum.am, or in the centralized Parakar center of the Unified Social Service, where our migration service partners carry out the registration," said the Minister of Labor and Social Affairs.
