The Government allocates 53 billion AMD for support programs for those forcibly displaced from Nagorno-Karabakh
Deputy Prime Minister Tigran Khachatryan, who coordinates the work of the "Humanitarian Center" of the government, and Nazeli Baghdasaryan, press secretary of the Prime Minister, presented the programs of the Armenian government aimed at solving the humanitarian problems of people forcibly displaced from Nagorno Karabakh.
Clarifications were also presented regarding some questions received on various social platforms. "One important note: since this morning, the hotline 114 of the Ministry of Labor and Social Affairs has received many calls that lump sum payments of 100,000 AMD have been stopped. In response, we would like to inform you that the process is going on. About 95,000 people have already been paid, other applications are currently being processed and studied. Let me remind you that these data are filled in dimum.ssa.am platform. There is no need to panic, the process is continuous and further payments will also be made," said Nazeli Baghdasaryan.
The data received from the Ministry of Health were also presented, according to which the number of patients who were transferred to Armenia from Nagorno-Karabakh due to military operations and the explosion of the fuel depot and are receiving treatment in various medical centers of the capital is 150. The condition of 24 of them are serious, 11 are extremely serious. As of now, more than 42 thousand compatriots forcibly displaced from Nagorno-Karabakh have been registered in polyclinics and outpatient clinics. 333 of them are pregnant women.
As of October 23, 16,363 children forcibly displaced from Nagorno-Karabakh were enrolled in the schools of regions and Yerevan. The distribution is as follows: 4,860 in Yerevan, 2,895 in Kotayk, 2,083 in Ararat, 2,122 in Armavir, 916 in Lori, 742 in Gegharkunik, 729 in Aragatsotn, 631 in Shirak, 586 in Syunik, 478 in Tavush, and 321 in Vayots Dzor.
Tigran Khachatryan noted that 24,000 of the 95,200 forcibly displaced people who have received one-time monetary support are children, and 71,200 are adults. According to the Deputy Prime Minister, data processing is ongoing and payments will be made as a result of finalizing the works.
Tigran Khachatryan also informed that in addition to 100,000 AMD, as well as support for apartment rent and utility bills, 50,000 AMD support will also be provided to those forcibly displaced from Nagorno-Karabakh by the end of the year. "It was decided that during the months of November and December, all our forcibly displaced compatriots will receive AMD 50,000 in order to support priority consumer expenses. Basically, those who received the previous 100 thousand AMD of support will be the beneficiaries again. In this case, those who own an apartment or house will also be beneficiaries, but a different criterion will apply. Exceptions will be made for our compatriots who have enough savings in their bank accounts," said the Deputy Prime Minister.
Referring to the observation that these data are banking secrets, Tigran Khachatryan noted. "There is no contradiction here and everything will be done within the law. The government and relevant authorities do not have any access to the bank accounts of these individuals as required by law. We will have an application process and pre-registration system. When the Government announces the limit of savings for being or not being a beneficary, these people will see and will not submit their respective applications, knowing that they are not beneficiaries."
He clarified that access to the data will not be provided to those structures that must perform identification before making payments, but the Central Bank will verify applications within its jurisdiction and will provide the Government with all the card account numbers that will be beneficiaries within the scope of the measure.
Tigran Khachatryan emphasized that the beneficiaries of the program will also be the citizens who have found a job and expressed hope that after two months people of working age will be able to cover their primary needs and will not need the support program from January. As for further support programs for minors, pensioners and other social groups, there will be clarifications about them at the end of the year. "Of course, some support programs will continue, which will be mostly in line with the support provided to people in a similar situation in Armenia," said the Deputy Prime Minister.
Tigran Khachatryan also informed that including this program, the Government provided 53 billion AMD to support programs for our compatriots forcibly displaced from Nagorno-Karabakh.
