Our forcibly displaced compatriots from Nagorno-Karabakh can benefit from the housing security program to build their own houses in rural areas near the border after acquiring citizenship of the Republic of Armenia
Deputy Minister of Labor and Social Affairs Davit Khachatryan and Press Secretary of the Minister of Labor and Social Affairs Zaruhi Manucharyan presented the progress of the support provided by the Government to our compatriots forcibly displaced from Nagorno-Karabakh during the briefing held at the "Humanitarian Center".
In particular, one of the housing security support programs was presented, which enables the beneficiaries to build their own house in one of the bordering rural settlements with the funding and support of the state.
As mentioned by Zaruhi Manucharyan, the beneficiaries of the program are Armenian citizens, but taking into account the fact that those forcibly displaced from Nagorno-Karabakh also have a voluntary choice to acquire Armenian citizenship, they can also take advantage of the already existing state support programs.
Davit Khachatryan informed that spouses registered in the State Population Register of Armenia, at least one of whom has Armenian citizenship, can apply for the program, regardless of age and whether they have a child. The beneficiary must also have a certificate of ownership of a plot of land or a semi- constructed house located in on of the 80 bordering rural settlements. After the completion of the design work, it must be submitted to the municipal body for the purpose of obtaining a construction permit. If the stipulated conditions are met, the beneficiary must apply to a preferred bank or credit institution to start the mortgage lending process. At the moment, the partners of the United Social Service are: Converse Bank, Evokabank, ACBA Bank, Unibank, "FINKA" UCO. The assistance is provided for repayment of the mortgage principal in the amount of 16 million AMD and up to 13% interest rate. The Deputy Minister also informed that the process started from May-June of this year and more than 200 applications have been approved so far.
Zaruhi Manucharyan presented clarifications on a number of questions related to the support program, which are often asked by citizens. The residential house under construction will be the subject of collateral during the entire period of the mortgage and, naturally, the alienation of the property can take place in case of full repayment of the loan. It was also noted that the details of the project, as well as the list of rural settlements, are published on the official website of the Ministry of Labor and Social Affairs.
