The Government of the Republic of Armenia

The regular Cabinet meeting took place today, chaired by Deputy Prime Minister Mher Grigoryan.

The Government made a decision to replace the words "The Expert Center for Medicines and Medical Technologies named after Academician Emil Gabrielyan" CJSC with the words "The Expert Center for Medicines and Medical Technologies" State Non-Commercial Organization in the 1st article of the November 24, 2022 decision N1795 of the Government on establishing an expert organization that carries out examinations and professional observations in the field of state regulation of circulation of medical products.

Mher Grigoryan asked about the procedure for registering after the adoption of this decision, and in particular, who will be the beneficiaries of the payments. Deputy Minister of Health Lena Nanushyan noted. "In the field of state regulation of the circulation of drugs and medical products, the Ministry of Health, while carrying out the functions assigned to it by the legislation, took as a basis the conclusions of the examination provided by the mentioned center and the reports of professional observations. However, since we did not have an authorizing norm, an amendment was made to the drug law to establish that authorizing norm, and also a state fee was set instead of the previously charged expertise fees, and based on that, the SNOC was created by the government's decision, and at the moment, a state fee is already charged for expertise, which is a mandatory payment established for services or actions conditioned by the exercise of powers of state bodies".

The government approved the proposal to sign the loan agreement between the Republic of Armenia and the International Bank for Reconstruction and Development "Implementation of the Universal Health Coverage Program". It is planned to sign the loan agreement "Implementation of the Universal Health Coverage Program" between the Republic of Armenia and the International Bank for Reconstruction and Development, by which it is planned to provide Armenia with a loan worth 102,000,000 euros. The goal of the program is to improve the quality of primary medical care, to increase the efficiency of the country's health expenditure and to reduce financial barriers to accessing health services.

The adoption of the draft decision of the Government of the Republic of Armenia will promote the development of science, education, and tourism. It is expected that during the six months of the exhibition, the museum will have at least 300,000 visitors.

The Government approved the legislative initiative of the Government of the Republic of Armenia regarding the bill "On Amendments to the Tax Code of the Republic of Armenia". The purpose of the adoption of the decision is to increase the effectiveness of the control measures of the tax authority and to contribute to the process of revealing tax offenses.

According to the decision of the government, a summer extracurricular educational-cultural-youth program will be implemented with the participation of 60 young people from Armenia and Georgia. The purpose of the project is to promote communication between Armenian and Georgian youth and the creation of intercultural-youth connections, based on the exchange of experience between the two countries and the recognition of cultural, customs peculiarities, geographical and linguistic features.
