The Government approves the state budget bill 2025 of the Republic of Armenia
The regular Cabinet meeting took place today, chaired by Deputy Prime Minister Mher Grigoryan.
The government approved the state budget bill 2025 of the Republic of Armenia. The bill was presented by Finance Minister Vahe Hovhannisyan, nwho noted that some changes and improvements were made in the bill. The Minister of Finance also referred to the main financial indicators. Accordingly, in 2025 GDP is forecasted at 11 trillion 50 billion AMD, economic growth at 5.6 percent, GDP deflator at 3.5 percent, average inflation at 3.5 percent. State budget revenues are planned to be 2 trillion 873 billion AMD, of which tax revenues are 2 trillion 760 billion AMD.
The Government approved the bills on amendments to the Law "on the export of dual-purpose goods, their transit transportation through the territory of the Republic of Armenia, as well as control over the transfer of dual-purpose information and results of intellectual activity" and on amendments to the Law "On Licensing". The purpose of the bill is to create a legal basis for the publication of the list of goods that have already undergone examination and were not recognized as dual or military goods as a result of the examination and to facilitate customs formalities based on it. As a result of the adoption of the bill, it is expected to reduce the financial and administrative costs related to foreign economic activity, which arise as a result of the need for re-examination of goods that have already passed the examination and have no dual or military significance.
The government made changes and additions to one of the previously adopted decisions, order to regulate the process of providing scholarships for the full or partial compensation of the tuition fee of the students of the existing and distance learning system of the educational institutions that have implemented pre-professional (craftsmanship) and secondary professional, higher and post-graduate educational programs in Nagorno-Karabakh who were forcibly displaced from Nagorno Karabakh after September 2023. Also, the maximum amounts of the scholarship set for the academic years 2024-2025, 2025-2026, 2026-2027 will be specified, instead of which new limits and principles will apply according to the proposed changes and additions. Accordingly, starting from the 2025-2026 academic year, a progress threshold has been fixed for the claim of the scholarship (75% or more of the average qualitative grade), and starting from the 2024-2025 academic year, the student will be awarded a scholarship according to semesters.
The Executive adopted a decision proposing to allocate 318.8 million AMD to Lori, Tavush, Gegharkunik, and Syunik regions in order to ensure the implementation of urgent projects that require a priority solution.
The government confirmed the results of the election of Armen Grigoryan to the position of rector of the Armenian State University of Economics.
