Today the Governing Council of Millenium Challenge Account - Armenia SNCO has met at the Office of Government, presided at by Council Chairman, RA Prime Minister Serzh Sargsyan.
The Council discussed and examined the results of technical proposal evaluations carried out for the tenders on purchase and provision of consulting services, as well as some operating expenditure-related questions.
Concerning the competition for purchase of consulting services under the Environmental and Social Assessment and Control program, it was noted that as a result of studying the offers the evaluation commission suggested to invite to the opening of financial offers those two companies which had submitted their technical offers before the specified deadline and were given the estimation exceeding the established minimal point by each estimated criterion.
Before the deadline specified for the competition on purchase of consulting services under the Final Design and Engineering Control over Construction of 6 Natural-Flow Irrigating Systems technical and financial proposals were received from 4 companies/consortia featuring on the short-list. After study of the technical proposals, the estimated commission suggested to invite all these companies to the opening of financial offers.
Before deadline specified for the competition on purchase of consulting services under the Working System Revision and Improvement Based on Current and Winter Maintenance of Highways program, all 4 companies which had sent technical and financial offers were invited to the opening of financial offers.
Concerning the competition on the provision of consulting services under the Design and Control of Construction of 8 Natural-Flow Irrigation Systems, it was noted that 5 out of those 6 companies/consortia having submitted their proposals before the specified deadline were incorporated in the short-list.
10 out of 16 companies/consortia which had officially confirmed their interest as to the participation in the pre-qualification contest for the provision of consulting services under the Capacity Building in Irrigation Management Entities component of From Water to Market sub-program of Irrigated Agriculture program were reported to have been short-listed.
It was also mentioned that the results of the assessment of the above competitions would be submitted to the Millenium Challenge Corporation for approval.
Based on the comments and observations made by the MCC, changes were made to procurement plan which was approved by the Governing Council on March, 16, 2007.
The Council has similarly discussed and decided upon the assignments given at the previous session, in particular, some road sections were reconsidered after collation of road rehabilitation programs financed by the Lincy Foundation and MCA-Armenia. Proposals were tabled concerning the conterminous road sections of the two programs and the sections left out of the Lincy program. In 4 marzes of Armenia - Shirac, Aragatsotni, Lori and Armavir - 27,6 km-long road sections, already covered by the programs carried out jointly by the Lincy Foundation and the government of Armenia, will be excluded from the program of MCA-Armenia.
