Today the CIS Council of Heads of Government met in Yalta (Ukraine), attended by RA Prime Minister Serge Sargsyan.
Prior to the meeting, at his residence in Hotel Oreanda, the Prime Minister met with famous mountain-climber of Armenian nationality Sergey Kaifajyan who handed over to the Prime Minister the "Peak Armenia" golden commemorative medal and a nominal certificate.
As a result of the aggravating political situation in Ukraine, Prime Minister Victor Janukovich made an emergency return to Kiev on May 24, and the delegation of Ukraine at the session of the CIS Council of Heads of Government came to be headed by First Vice-Premier of Ukraine Nikolay Azarov.
The meeting was chaired by Chairman of the CIS Council of Heads of Government, Prime Minister of Tajikistan Akil Akilov. Before proceeding to the discussion of meeting agenda, he congratulated RA Prime Minister Serge Sargsyan on his appointment, wished every success to the Prime Minister, as well as further development and progress to the Republic of Armenia.
Then Chairman of CIS Executive Committee, Executive Secretary of the CIS Vladimir Rushajlo took the floor to present his vision of meeting agenda.
Down to meeting agenda, the heads of government examined issues concerning the cooperation of the CIS countries in various spheres. In particular, the prime ministers have signed agreements on the formation of a single energy market for the CIS-member States, on cooperation in the field of improvement of professional skills and training of experts, on cooperation in the field of physical training and sports, on the professional training of law-enforcement entities (police) and home troops of the CIS-member States. Further, approved were the draft agreements on social and legal guarantees for the personnel of collective peacekeeping forces, on the procedure to follow in providing financial, technical and rear support to the personnel of collective peacekeeping forces. A decision was passed regarding the complex of joint measures for the prevention of bird flu proliferation on the territories of CIS-member States, on the development draft interstate programs on the joint struggle against criminality and illegal circulation of narcotics, psychotropic substances and precursors for the period 2008 - 2010.
The meeting similarly approved the following decisions: on giving a status of base organization to the Conservation Problems Research Institute in the area of scientific and technical development of systems of State material reserves, on organization of staff training and improvement of professional skills, on giving a status of base organization to the Institute of Training and Improvement of Professional Skills by the Ministry of Emergency Action of the Republic of Belarus in the field of the prevention and liquidation of emergency situations, on approval of by-laws for the CIS-member States' base organization on the education and training of the personnel of tax (financial) investigations entities and giving a status of base organization to the Academy of Economic Security by the Ministry of Internal Affairs of Russia and the Financial Police Academy of the Kazakh agency on the fight against economic crime and corruption in the area of education and training of the staff of tax (financial) investigation entities, on the establishment of the Council of Heads of State and Public TV-Radio organizations of CIS-member States, on the holding of the 7th International Sports Festival of CIS-member States in capital of Moldova Kishinev in 2008.
The meeting reviewed a number of financial issues and ratified the decisions on the financial support of the activities of interstate bodies, on the funding of humanitarian action by CIS-member States and the maximum size of its executive staff, on the level and scheme of remuneration for the Executive Director and staff of the Interstate Fund for Humanitarian Cooperation of CIS-member States, on the funding in 2007 of the plan of action for the implementation of the concept note on the developments of social and medical bases for the betterment of living standards and disability prevention for the veterans of wars and peacekeeping actions, as well as for the victims of acts of terrorism in CIS-member States over the period 2006-2010, on the approval of the rules and regulations for the granting of Council of Border Troops Commanders Scholarship to students and cadets at the educational institutions of CIS border-guard agencies, on the results of the 2006 documentary audits of economic-financial activities of the single budget-financed CIS bodies.
The meeting has also examined a number of organizational questions. It was decided to hold the next session of the CIS Council of Heads of Government in Ashgabad on November 22, 2007.
A ceremony for the signing of final documents and a joint press conference of heads of government took place at the end of the meeting.
Tonight the RA Prime Minister-led government delegation will be back to Yerevan.
