The Governing Council of Millenium Challenge Account-Armenia SNCO met, presided at by GC Chairman, RA Prime Minister Serzh Sargsyan.
The session has discussed and approved the evaluation results of combined technical and financial proposals submitted for Final Design and Construction Supervision for Construction of 4 Gravity Irrigation Systems under Infrastructure Activity of the Irrigated Agriculture Project of the Millenium Challenge Account-Armenia Program, as well as the shortlist and the invitation of bids for Final Design and Construction Supervision for Construction/Rehabilitation of 8 Irrigation Reservoirs under the same activity. The meeting has also approved the instrument of justification for the amendment to the contract on the design and construction supervision for 6 main water canals stipulating that the Consultant should prepare the final design of corresponding canal sections based on modern tiling technologies and international know-how.
There have been discussed and approved the draft contract for consulting services on Technical Monitoring of First-Package Construction Works under the Rural Road Rehabilitation Activity of the MCA-Armenia Program, the list of those organizations accredited for participation in the lending program announced for Water-to-Market Activity of the Irrigated Agriculture Project, as well as the amendments to the MCA-Armenia program
's procurement plan.The Governing Council similarly discussed the question of canceling the tender sent to individual consultants for data quality assessment under the monitoring and evaluation component of the MCA-Armenia program. Bearing in mind that the technical and financial proposal submitted by the successful bidder has been recognized as non satisfactory by a competent commission, as well as that the bidder has given up further participation in the tender, it was decided to launch a new competition as agreed upon between the MCA-Armenia SNCO and the MCC. Considering that the chief objective must be the involvement of a highly-skilled specialist with good command of survey methodology, it has been decided to remove the administrative record from the list of requirements applicable to the technical proposals of eventual consultants by shifting the focus toward survey data quality assessment services.
