Today a meeting of the Board of State Social Insurance Fund has been held under the chairmanship of Prime minister A. Margaryan, Chairman of Board.

The meeting discussed and approved the report on fulfilment of the budget of obligatory social insurance for the first half-year of 2005. Council members were briefed on the course of fulfilment of the tasks set at the previous meeting.

With reference to agenda item 1, Chairman of RA State Social Insurance Fund Vazgen Khachikjan reported that for the accounting period the scheduled parameter of the tax of payments of obligatory social insurance had beem fulfilled by 101,4% (instead of AMD30,733,9 million actual revenues had constituted 31,167 billion drams. Instead of the 9,912,4 billion drams stipulated by the social programs realized at the expense of public finance AMD9,461,9BN was allocated from the State budget with actual expenditure standing at AMD9,498,1BN. According to the chairman of fund, additional 105 million drams had been spent on maternity benefits. It was noted that as a result of the increase in volumes of the tax of payments of obligatory social insurance in the first half-year of a current year the fund managed to ensure in the law days of payment realized on a line of pension insurance, employment, and also separate state programs of social insurance. Vazgen Khachikjan further reported that for accounting half-year costs of fund on a line of pension insurance (including payments to a service of payments) have constituted 27 billion 67,5 million to equal 97,3 percents from the overhead charges executed at the expense of means of obligatory social insurance. In accordance with a government decree, as of April 1, 2005 the monthly size of the basic pension constitutes AMD4000 instead of the former 3000 under the provision for July, 1 of a current year the size of monthly average insurance pension has constituted 10189 other instead of 8373, under the provision on a similar period of the last the growth has constituted 1816 drams. According to the report, in the first half-year 2005, the processes of pension nomination and recalculation were streamlined as well. In the framework of the ongoing social reform in Armenia necessary action has been implemented to provide citizens with social cards and introduce a system of individual reporting. Within the framework of subprograms of social assistance for optimization of school teaching staff referred to as "Conformity of education and quality" lump-sum allowances have been paid to the teachers. The report also mentioned the deficiencies and omissions encountered in the work of the Fund. It has been noted, in particular, that regarding the state job-security programs realized at the expense of obligatory insurances, the costs in the first half-year of 2005 stood at 174,9 million drams instead of the planned 420 million which in some cases might be caused by the organizational problems arising during the accomplishment of public procurements through State Procurement Agency SNCO. It was entrusted to take supplementary measures towards further streamlining of the social program financing procedures and for effective solution of the priority tasks of the Fund.

The Board has also discussed and approved the model by-laws of territorial centres of State Social Insurance Fund. Also, discussed were other topical issues with regard to which corresponding assignments were given to the entities concerned.
