The institute set to turn into a center of scientific excellence
Chaired by Prime Minister Tigran Sargsyan, the Government met in a regular session at the Office of Government.
The Government approved the report on development priorities for the Yerevan Physics Institute after A. I. Alikhanyan as drafted on the basis of the findings of the international commission of experts set up under RA Prime Minister’s decree of May 20, 2009 referred to as “On establishment of an expert commission,” which sought to define development priorities for Yerevan Physics Institute after A. I. Alikhanyan SNCO, carry out a management reform aimed at increased efficiency. The Government passed another decision to rename the institute into National Research Laboratory after A. I. Alikhanyan.
On behalf of the Government of Armenia, Tigran Sargsyan thanked the Academician Yuri Hovannisyan-headed commission of experts composed of world-famous scientists and experts from different countries. The commission has exercised huge efforts to meet the task set before them. “We will continue consulting renowned scientists to get professional advice on important issues.” Noting that the program had some opponents, the head of government said that the commission members were confident that if provided with consecutive approaches, the NRL might well turn into a truly unique center of regional excellence.
The Government next decided to allocate AMD 20000.0 thousand to the Ministry of Culture for free transfer to Minas Avetisyan charity fund with a view to moving to Government Building N1 and restoring the frescos “Meeting” and “Next to a khachkar,” currently kept in the canteen of the former electro-technical plant of Gyumri, which is owned by the State and belongs to “Shirak marz regional administration staff” administrative entity. Earlier the Government had allocated funds for moving “Toros Roslin’s Birth fresco by Minas Avetisyan into the Jadjour museum. The frescos at issue are nearly twice as larger than the previous ones, and this is why about 20.000.0 thousand drams will be needed for their transportation and restoration. Understanding that the destiny of about a dozen valuable frescos is uncertain yet, the Prime Minister suggested the Ministry of Culture putting them up for auction or other form of sales in order private or other organizations might acquire them on condition that the frescoes would be restored and open to the general public. By another decision, the Government allocated 62897.4 thousand drams to the Ministry of Culture to be transferred to Armenia’s State Philharmonic Orchestra for procurement of a Stanway grand piano to be done at Hamburg.
Prime Minister Tigran Sargsyan noticed that we have had serious achievements in the sphere of classical music recently. Armenia is visited by world-famous musicians and groups. Therefore, the existing toolkit needed updating. The Prime Minister expressed hope that the fans of classical music will be pleased with this decision.
The Government adopted a decision on allocation of ground area to the Armenian Apostolic Church charging the governor of Aragatsotn marz to join the Minister of Culture in order to define the borders of Sagmosavank monastic complex and within a month’s time to specify a plot of land out state-owned protected areas as situated in Saghmosavank community to be allocated for servicing purposes. Within a 3-month period, the Government will have to conclude an arrangement with the Church on free use of it for an indefinite term.
In conclusion, the Cabinet decided that 7 persons should be accorded a delay in mandatory military service for various terms.
