Public finance control system under reform
The government met in a cabinet sitting, chaired by Prime Minister Tigran Sargsyan.
The government approved the strategy of reforming of a control system by public finances and the program of actions on realization of its first stage. Strategy determines frameworks of reforms which will be carried out in a control system of public finances in 2011-2020. As a reference point of these reforms the best are applied global experience and criteria, the primary goals of reforms, the order of their realization and the basic parameters of an estimation of their results.
The government decided to prolong till September, 1, 2013 term of payment of the VAT considered by customs bodies, from the imported goods which cost exceeds 300 million drams, imported within the framework of the investment program carried out by Carolina OJSC, chosen according to the established Government the order. The company plans to create in Yerevan modern shop on manufacture of natural juices, to carry out investments in size about 6.5 million euro. On packing of production some products Martiros Saryan concerning what the corresponding contract also is made will be represented. 40 new jobs will be created under the program with AMD70.000 average salary. Prime Minister Tigran Sargsyan said like many other such government-approved projects, this one, too, should be given wide media coverage and exposed to public control.
The government established the order of using pastures and hay-makings, ratified provisional forms of contracts for their use. It was established that the use of pastures and hay-makings is not a land tenure, and wildlife management for which it is not necessary to conclude the lease of the ground, to carry out{spend} the state registration of the right of rent and notary to assure the contract. The Prime Minister noted that by adopting this decision, the government operated a basic change providing qualitatively new conditions for our peasants. Farmers are exempted from four payments making a considerably sum in transport savings.
The government approved a manual on submittal of draft normative and legal acts by central executive and other agencies. The decision is expected to raise legal act examination efficiency within the control system, and for discussion will be represented only proved and properly worked offers.
The government agreed to the proposal on signing an agreement between the governments of the Republic of Armenia and the State of Qatar on the use of labor in the State of Qatar. Many public and private employers from this Arab country wish to offer attractive jobs to Armenian experts. The meeting likewise approved the proposal on signing a GoA-RFG agreement on the legal status of the mission of Republic of Armenia State Migration Service by the Ministry of Territorial Administration to the Russian Federation and the representation of RF Federal Migration Service in Armenia.
The document will enforce Armenian nationals’ right to lawful employment in the Russian Federation and will help promote cooperation in migration-related matters.
The government agreed to the signing of a technical cooperation agreement between the Armenian Ministry of Culture and the Central Administrative Board for Cooperation Development of the Ministry for Foreign Affairs of Italy on realization of a program of cooperation referred to as Assistance for preservation and strengthening of local cultural heritage of Armenian establishments.
The government also discussed a number of draft legislative amendments and passed corresponding decisions.
