Prime Minister Tigran Sargsyan’s introductory remarks at the cabinet sitting
Dear Colleagues,
I wish to open up this cabinet sitting by referring to the status of those assignments issued two weeks ago and the changes operated within the ministries of healthcare, education and science, agriculture and finance in order to enhance efficiency of anticorruption efforts. It should be noted that we have already a favorable reaction from the public which means that we must be consistent in our action.
The minister of education and science was told to come up with an anticorruption action plan within a 10 days’ time. We have already discussed it with Mr. Ashotyan, and I do believe that it is quite a successful plan which should be put up for public discussion in an effort to get the commitment of both society and universities. I am glad to have received proposals from student councils in both oral and written form.
Also, we yesterday came together with Minister of Healthcare Qushkyan to discuss his program of action which is due to be put up for public discussion next week. Both of these papers will be available on the government’s and ministries’ websites.
Either the minister of finance was prompt to answer the problems at issue by making corresponding personnel changes and formulating organizational solutions in an effort to enhance efficiency in the use of public funds addressing small and medium-size businesses. Serious progress is expected toward program implementation in 2011.
As for the assignment issued to my adviser Aram Gharibyan and the minister of agriculture, we have received a serious proposal concerning the inspection reform which has been discussed with EU experts. I feel that this paper, too, should be put up for public discussion.
Dear colleagues, the foregoing documents envisage radical changes and, having the public’s feedback, we must push ahead with them soonest possible, especially as there is a timetable established for their implementation. Also, it should be noted that we will continue with personnel changes in order to mobilize the capacity needed for reform.
