Pharmaceutical industry streamlined
A cabinet sitting was held today under the chairmanship of Prime Minister Tigran Sargsyan
The government approved the rules and procedures applicable to pharmaceutical industry. It was established the licenses will henceforth be available from an internationally accredited competent authority by based on the law on the kinds of activities eligible for licensing in the Republic of Armenia.
By approving the model form of program implementation contract, amending the June 5, 2008 853-N and the May 8, 2003 626-N government decrees, the Executive separated the functions of ministries and project implementation offices in the field of capital construction.
Highlighting the problem, Prime Minister Tigran Sargsyan said: “In cooperation with the World Bank, we are implementing a complex program targeting PIUs. According to a World Bank analysis, PIUs have assumed a policy-development role which is unacceptable. Our program seeks to ensure that PIUs should only act as implementing entities, with the ministries being responsible for policy.
The point is that our PIUs used to provide higher wages based on loan resources which helped them attract qualified labor. As a result, they took over the bulk of policy-making functions. Under the proposed World Bank-assisted program, human capacity will be built up within the ministries by operating cutbacks and disengaging considerable funds for wages: the ministers may remunerate any such staff as they deem necessary based on performance.”
The meeting approved the statute and organization of Energy and Natural Resources Ministry’s Subsoil Concession Agency, the 2011-2015 action plan based on the concept of unified environmental education system, the list of university specialties and entry exams for 2011-2012, the statute of Healthcare Ministry PIU SNCO, the order for the delivery of criminal record-related references for presentation in foreign States.
Mindful of the new standards adopted by the International Agency for Atomic Energy and ensuring higher radiation safety standards in the country, the Executive next amended the August 18, 2006 government decrees NN 1219 and 1489 on approval of radiation safety regulations.
The meeting passed other 40 decisions as well.
