Tigran Sargsyan Hosted In “Miasin” Youth Movement Camp
On a trip to Gegharkunik marz, Prime Minister Tigran Sargsyan was hosted in “Miasin” youth movement’s summer camp, referred to as “Miasin – 2011 All-Armenian Youth Educational Forum.”
Greeting the participants, Tigran Sargsyan stated in part: “It is a pleasure to see you since meetings like this help us understand your concerns and your vision of the future. Besides, we thereby get an insight into Armenia’s future day.”
Answering the youth’s questions, the head of government referred to our country’s strategic development programs based on the national security doctrine as approved in 2007. “The doctrine should be updated every 5 year to allow for those ever new challenges posed by today’s fast-evolving world.”
According to him, Armenia’s sustainable development strategy has to be revised amid aggravated economic performance due to the global financial and economic crisis. “In 2009-10 we had such performance indicators as were in contrast with our sustainable development forecasts. We must anticipate the global economic trends and their impact on our country. In addition, we should get an analytical insight into the regional situation trying to understand its basic motive powers and, against this background, our assets and weaknesses.”
The government was said to have embarked upon the design of a first-ever per-sector industrial policy. In this context, the Prime Minister stressed the need for matching our competitive assets with the risks ahead.
Most serious structural changes are underway within the system of governance: “Policy development and implementation should be the key task of government agencies. Ministries are not at all supposed to provide services and hold inspections, instead corresponding public agencies, non-commercial entities and inspectorates should be set up to deal with the latter. Armenia’s public sector badly needs functional differentiation which means that ministries should be held responsible for policy development and implementation of strategic programs. The aforementioned amendments will lead to a more efficacious system of governance in Armenia,” the Prime Minister emphasized.
Down to the question of employment, the head of government noted that any skilled specialist can find a job in modern world: “Expertise is a key asset and you are sure to get a well-deserved job if educated and trained accordingly.”
Dwelling on the State’s role in the matters stated above, the head of government said transparent and corruption-free procedures should be applied to public service admissions. “Public sector reforms conducive to a better environment are being pursued step by step in Armenia. Any such public servant as may prove short of duty will be ousted from the system of governance in favor of better-qualified young specialists,” Tigran Sargsyan said in this connection.
Note that the forum is a tent camp held in 3 shifts. The first shift took place on August 4-10, the second one is due on August 12-18 and the third one is scheduled for August 20-26. Some 1500 young people will have attended the forum by late August. They enjoy an exciting and hectic holiday schedule from 8:30 a.m. late into the night. Participants can develop their business ideas and make up innovative projects on the spot.
