Bureaucratic Functions to Be Reduced by 30 Percents
Today the regular session of the RA Government was held, chaired by the RA Prime Minister Tigran Sargsyan.
The Head of the Government started the session with the following message. “Today is the International Day of Knowledge, and, on the behalf of the RA Government, I want to congratulate all the Armenian families, citizens, and first of all the students. This day has its special meaning. Our Nation has always had a special attitude towards knowledge, and it is our responsibility to encourage the love for studying, as it is to ensure the prosperous development of our country in the future. Once again I want to congratulate all the citizens, the youth and the students on this wonderful occasion.”
Afterwards, the Government approved the agenda of the session and initiated the discussion of issues. The Executive has approved the RA president’s decree on “Creating a legal acts reform council regulating RA economy and coordination of measures increasing the efficiency of state economic activity regulation.” It is necessary for proceeding to a qualitatively new level of economic competitiveness when confronting the socio-economic challenges facing the country, as well as for increasing the efficiency of state economic activity regulation. In particular, it is planned to create a legal acts reform council regulating RA economy, eliminating the provisions that hinder the development of business environment and market economy, improving and simplifying the services offered to the citizens by the state, reducing economically inefficient, inappropriate mechanisms, “National Center of Legal Regulation” Project Implementation Unit (PIU), to establish efficient governance agenda. It is expected, that the staff of the council, presided by the Prime Minister, will consist of the RA president’s chief adviser, RA ministers of Justice, Economy and Finance. “The created group will set up business processes field by field. We will reduce the business functions in order to reduce the unnecessary ones and bureaucratic troubles, repetitions and pointless permits. The bureaucratic functions are planned to be reduced by at least 30%. We have reach experience in this field; we have worked with international experts, and the Ministry of Economy has conducted negotiation with donors. There was a meeting with the latters, who discussed this concept, and we have received support from international organizations, as well as grant funds to be able to start fully implementing these measures. If we consider this a long-term problem, then it will result in reducing the state apparatus, the jobs, divisions, departments and provided services. Of course, this will increase the job quality, as well as reduce the corruption risks. This will be one of the best tools for radical changes,” said Tigran Sargsyan, regarding the decision.
The Government decided to reorganize the “National Scientific Laboratory named after A. I. Alikhanyan” SNCO to “National Scientific Laboratory named after A. I. Alikhanyan” (Yerevan Physics Institute) fund, and approved its charter. The Fund’s main subject of activity is the research, implementation and further development in nuclear physics, elementary particle physics, astrophysics, accelerator physics and technology, theoretical physics, space weather and atmospheric phenomena and other fields, as well as training of scientific personnel for these areas.
The Government redistributed the 2011 state budget, made changes and additions to one of its earlier approved decisions, and provided 4, 5 million AMD for purchasing six boards and an electronic wall for the general reading hall of the new academic building of Matenadaran. These devices will make it possible to exhibit the first book-album created with the latest technologies, as well as the medieval miniature masterpieces.
By the Government’s decision, “Quantum” college was allowed to provide the secondary education of third degree in 11-12 grades “International Baccalaureate diploma” project in English, for three years term, starting 2011-2012 academic year.
