Finalized 2012 Budget Bill To Be Sent To National Assembly
A Cabinet sitting was held today, chaired by Prime Minister Tigran Sargsyan.
The government approved the amended FY2012 budget bill as submitted to the National Assembly on September 30, 2011, and the finalized list of proposals and conclusions presented to the government by National Assembly standing committees, parliamentary groups, factions and individual MPs during the budget bill debates held within the standing committees and the plenary session of the National Assembly.
The Minister of Finance was told to finalize the budget bill and send it together with the aforementioned finalized list to the Office of Government so that they could be submitted to the National Assembly in due course (at least 24 hours prior to the National Assembly debates).
The government next amended a previous decree to reduce paperwork time during the business entity certification process, as well to bring down costs and administration. The above is supposed to facilitate the provision of certificate of country of origin, improve the business environment and exports.
Amending another decree, the government simplified the registration of organizations and individual entrepreneurs at customs checkpoints and the submission of necessary documents by persons engaged in such activities as may be subject to licensing.
The meeting decided to set up a Youth Activity Center SNCO and approved its charter. The newly established organization will seek to carry out effective and targeted public youth policy programs, address the problems faced Armenian youth, as well as to support those initiatives coming from youth organizations and so on.
The government next decided to hand over to the European Regional Educational Academy Foundation (EREAF) the radio control and teaching facility, located in Aghveran village of Kotayk Marz and attached to National Center of Telecommunications SNCO as part of government investment. As requested so by the State Property Management Department, the EREAF will have to make the facility available to Armenia’s Youth Fund for different purposes, including the accommodation of Diaspora youth hosted under the Come Home Program.
The meeting approved the concept of higher education-related competitive innovations fund, the list of university qualifications and entrance examinations for full-time training in 2012/2013 academic years.
The meeting went on to approve the rules and procedures applicable to the activities of Armenian military attachés, Armed Forces and Ministry of Defense representatives in international organizations, which will help improve the performance of said officers and build confidence for our country’s international military and political cooperation.
The government approved a draft presidential decree “On establishing a Republic of Armenia consulate-general in Marseille town of the French Republic. The consular district will comprise Provence-Alpes-Cote d'Azur, Languedoc-Roussillon, Midi-Pyrenees and Corsica.
In the context of close ties of friendship ties and multifaceted cooperation between Armenia and France, the consulate-general will ensure improved consular services, Armenia’s presence in the south-eastern provinces of the friendly country to promote the existing bonds, especially bilateral economic and trade relations and tourism.
