Government Set For Breakthrough In Economy
A Cabinet sitting was held today, chaired by Prime Minister Tigran Sargsyan.
To begin with, the Prime Minister commissioned the ministers and heads of government agencies concerned to set for a radical breakthrough in a number of economic sectors.
The Executive took note of the report of the Chief of Government Staff of Government on the status of the assignments given in connection with the August 9 decision on government activities and priority issues (09.08.2012-30.09.2012). A total of 30 assignments or 100% was said to have been completed by October 15, 2012.
To assist the business community with the ID card-operated registration of personal income tax and mandatory pension contributions by means of electronic signatures, the government decided to provide a full refund of the costs associated with services stipulated in one of the previous decisions through subsidy available to “Electronic Governance Infrastructure Implementation Unit CJSC.
The Certification Center will be responsible for identification-related matters and for proper operations and maintenance of transactions. The Prime Minister reminded that the authorities concerned are expected to submit proposals on the refunds to be made available for introduction of new cash-registers. “Small and medium business representatives should not be anxious about the costs to bear: they may benefit from this service if they file relevant applications with the SRC before December 1, 2012,” the Prime Minister said.
Another amendment was made to improve the procedure set for online delivery of environmental permits (certificates) issued by the Ministry of Nature Protection for the export and import of animals and plants based on the “Cross-border trade of endangered wildlife species” international convention.
The government amended a previous decree to ensure that running repair activities with the local units of the State Committee on Immovable Property Cadastre are purchased under the talks procedure specified in the law on procurements.
Another decision was passed under which for coal transportation purposes Hana Trans Ltd will acquire the former hotel building next to the railway station of Vardenis town by means of direct sales. The coal so transported will be used to generate electric power using water-carbonic fuel at the old unit of the Yerevan TPP.
Assets worth over AMD140mn belonging to the Ministry of Agriculture-affiliated two SNCOs will be handed over to the Armenian Agricultural Academy SNCO in ownership.
The government approved the financing arrangement to be signed between the Republic of Armenia and the European Investment Bank Armenia concerning the implementation of small community water projects. The program seeks to improve vital urban and rural water supply and sanitation infrastructures in a number of settlements of Tavush, Lori, Shirak, Syunik, Kotayk, Syunik and Vayots-Dzor regions. Launched earlier this year, the program will be completed in 2015.
The meeting discussed over 40 agenda items altogether.
