Ministry of Justice Submits Performance Report
Chaired by Prime Minister Hovik Abrahamyan , the Cabinet discussed the Ministry of Justice-submitted report on key activities and priority tasks in 2014 in compliance with the Government’s Action Plan, as well as the Ministry’s estimated performance report.
Justice Minister Hovhannes Manukyan said that the Ministry developed 161 draft legal acts in 2014, of which 147 draft laws of the Republic of Armenia, 9 draft government resolutions, 3 draft Prime Minister’s decisions and 2 draft orders by the Minister.
State expert findings were issued concerning over 2831 draft legal acts, including 517 bills and 220 enacted laws and so on.
The Minister advised that 31 positions of the Government were presented to the European Court last year (9 more positions than in 2013). In cooperation with the Enforcement Department of the European Court of Human Rights, the Council of Europe Committee of Ministers reviewed 5 rulings in 2014 and closed the enforcement proceedings.
Last year the State Registry Agency of Legal Entities by the Ministry of Justice registered and put on record 1 Producers’ Cooperative, 3168 limited liability companies, 69 closed joint-stock companies, 1 open joint-stock company, 4 SNCOs, 110 PNCOs, 13492 self-employed enterprises, of which 1760 were reregistered. In the same period, registered were 294 non-governmental organizations, 3 political parties, 10 legal entity associations, 81 foundations and 21 trade unions.
The Minister informed that the local divisions of the Registry Office Agency made 18,907 records of marriage, 4,650 records of divorce, 43,553 birth and 28,202 death records in the period under review.
Through enforcement proceedings of proprietary and non-proprietary nature AMD37.923.190.630 was recovered and transferred to claimants, of which AMD21.754.520.067 was levied in favor of the State budget (this figure stood at AMD3.459.065.305 in 2013).
As of January 19, 2015, 3874 individuals were kept in custody at the penitentiary institutions of the Ministry of Justice, of which 2773 convicted and 1101 remanded prisoners.
Coming to the ongoing and future activities, the Justice Minister said that the Ministry is working toward introducing the Electronic Notary system and the “one-stop-shop” principle in notary operations.
Efforts are underway to ensure a common interface between the electronic registration system of the State Committee of Real Estate Cadastre by the Government and the notary system.
The Prime Minister stressed the importance of the ongoing and projected programs implemented in the judiciary, including the introduction of the probation service, which will help former offenders reintegrate into society.
