Ministry of Healthcare Submits 2015 Performance Report
Chaired by Prime Minister Hovik Abrahamyan, the Cabinet discussed the annual performance report of the Ministry of Healthcare of the Republic of Armenia, which covered the Ministry’s key activities, its compliance with the Government’s action plan, priority tasks and estimated performance in 2015.
A report on the work carried out in 2015 his agency made the RA Minister of Health Armen Muradyan. He reported that the 6 priorities of the Ministry of Health carried out: 6 hospitals implemented a pilot program of electronic healthcare information system, approved by the clinical guide, in order to improve the state of the order placement process adopted by the regulatory scope of the new regulatory order. The government has approved 12 draft laws and two draft international agreements, it accepted 61 of the Government decree. Continue and expand international cooperation.
The works in the direction of health care areas of the system. In 2015, commissioned medical centers in Berde, Kapan, Meghri, polyclinic of the Medical Center in Metsamor. Due to the savings in the 5 regions commissioned 6 newly built and completely renovated 1 centers and outpatient primary health care. The works on the construction of buildings is still 5 points and 1 major overhaul of the primary health care center. Continue upgrading blood transfusion center of Ministry of Health of Armenia named after Professor R.O.Yolyana, are in the process of development of design and estimate documents the construction of the new building of the Armenian Oncology Center radiotherapy superiority.
In 2015, as part of a screening program of the World Bank and the Armenian government for the prevention and early detection of non-communicable diseases carried out 526,202 free survey. From using social benefits 81 thousand beneficiaries of mandatory preventive medical examination conducted by them have been about 98 per cent of the beneficiaries. Implement a program of urgent heart surgery, in which medical aid to citizens in 1400.
In the reporting year continued the implementation of programs aimed at protecting the child, maternal and reproductive health. It recorded a significant reduction in the incidence of maternal and infant mortality. Implemented screening program of critical congenital heart disease infants. In order to improve the quality of life and the effectiveness of treatment of about 700 thousand registered insulin-dependent children and young people aged 0-22 years, started the program "Win with diabetes", in which during the 2015-2019 biennium. They will be provided free insulin analogs and insulin pens, syringes.
According to the decree of the Government of the Republic of Armenia "On approval of the provision of medical care and services with the use of assisted reproductive technologies in free or concessional terms and requirements of the beneficiaries", aimed at overcoming the problem of infertility poor families, carried out examination and treatment of 80 infertile families in the framework of public procurement ( from the state budget allocated 78 million AMD).
In the reporting year continued the successful implementation of the National Programme for the prevention of immunity, as part of seasonal influenza prevention program implemented a number of measures. The National Assembly adopted in the first reading the RA Law "On Medicines" and a package of other related draft laws.
At the request of the Prime Minister with a report on the implementation in 2015, the works were made by the heads of bodies in the Ministry of Health of RA management system: Head of State Healthcare Agency Saro Tsaturyan and Director of JSC "Experimental Center of Drug and Medical Technology" Hakob Topchyan. Hovik Abrahamyan urged the speakers to work, while respecting the principles of transparency and accountability, taking into account the possibility of corruption risks in these areas.
Summing up the report, the Head of Government said to be satisfied as a whole with the activities of the Ministry of Healthcare in 2015. At the same time,, The Prime Minister stressed the need for an institutional approach in healthcare.
The Premier drew attention to the problem of enduring transparency and strict targeting in the process of public procurement placement in the provinces so that the funds allocated from the State budget might be spent effectively and purposefully.
Hovik Abrahamyan also noted the importance of exercising stricter control over the quality of pharmaceuticals and enhancing the effectiveness of drug registration mechanisms.
