Government to Address Marz Problems
A regular Cabinet meeting was held today, chaired by Prime Minister Hovik Abrahamyan.
The Government decided to earmark 15 million drams from its reserve fund to carry out the following activities in Vagharshapat town of Armavir Marz: repair the gym roof and the damaged windows and doors in School No. 7; build a football stadium and a cinder-track as part of the newly built sports complex.
Under another decision, the Government will provide welfare assistance to residents of Paruyr Sevak border community in Ararat Marz as partial compensation (50%) for up to 120 kW electricity consumed monthly in the period from January 1 through December 31, 2016. In addition the Government will completely offset the amounts of land and property tax. The decision provides that redistribution will be made in the Welfare Assistance to Border Communities Program budget as a result of the savings made in the amounts allocated to Tavush Marz of Armenia.
The Agriculture Ministry-affiliated State Water Management Committee will be provided money for transfer to Meghri WUC to ensure additional water inflow at 12 pumping stations and build 600 meters of pipeline in a number of communities of Syunik Marz to make up for the shortage of irrigation water during the law-water season.
The State Water Management Committee will be provided a specific amount of money from the reserve fund in order to apply a 50% discount for the water fees charged in Meghri region of Syunik Marz in 2016.
The meeting approved a strategy and a relevant action plan to improve the financial sustainability of the irrigation sector. The strategy is supposed to ensure wider access to the irrigation network, as well as provide for increased efficiency and continuity of irrigation services.
The Government adopted a decision “On privatization of residential premises for households displaced from the Republic of Azerbaijan in 1988-1992 and granted Republic of Armenia citizenship.” Under the decision, the residents of State Property Management Department-attached hostels may privatize the premises located at Building 70, No. 1 Moldovakan Street, Shirak and Vardashen 6th Street 66/1 2a / 7 in Yerevan.
The Cabinet approved the proposal for signing a framework agreement between the Government of the Republic of Armenia and the Northern Environment Financial Corporation (NEFC). The NEFC is an international financial institution that provides financing primarily in the form of loans programs designed to reduce the amount of hazardous substances in the environment.
The Government adopted a decision on establishing a foundation referred to as center for improved legislation and legal research. Supported by the United States Agency for International Development, the center is expected to provide comprehensive legislation development services nationwide.
