Tavush Marz Gvernor Reports Progress in Implementation of Marz Development Programs

Tavush Marz Governor Hovik Abovyan was received by the Prime Minister to report progress in the implementation of the assignments given at the July 22 consultation in Dilijan and the programs implemented in the Marz.

Touching upon the level of waste collection, the Governor noted that a 98% increase had been recorded in the number of contracts signed with legal entities. As earlier suggested by the Prime Minister, 36 community councils have already made decisions on their cleaning requirements, garbage collection decisions for legal and natural persons, but work is still underway to increase the overall collection volumes. An annual target for waste collection has been determined.

Paid healthcare services were said at 22.7 percent of the 2017 budget allocations, which is 22 percent more than in the same period of 2016. The Governor assured that intensive work is underway to attract private managers. In this context, the Prime Minister instructed the Governor to discuss with the Minister of Healthcare the possibility of lifting the restrictions applicable to the professional activities of managers of medical facilities in border areas.

The Governor provided information on investment programs, noting that a number of business projects are nearing completion: an AMD600 million-worth project in Getahovit community, AMD100 million - in Idjevan, AMD160 million and 1 million dollars - in Yenokavan, AMD500million - in Ayrum region. A textile facility, which has been set up in Berd region for 5 million US dollars, currently provides 450 jobs, with this figure due to reach 1,500 in 2018.

The Governor noted that this list is not complete and includes many other investment projects. As a result, around 4,000 jobs are due to be generated in Tavush Marz. The Governor assured that in the near future he will report on specific tourism development programs.

As part of the small and medium-size reservoir construction strategy, the Governor presented a plan for construction of 10 reservoirs to a total cost of AMD8.508 billion, which will essentially increase the volume of irrigated land.

Karen Karapetyan underscored that the programs should be implemented within the framework of public-private partnership scheme, noting that he had instructed the Armenian Development Fund to assist the Governor with the presentation of these projects to the private sector.

The Governor informed that the complex of specific measures implemented in the farming sector, including the ones supported by the Agricultural Development Fund, have already yielded tangible results, particularly as regards the establishment of intensive gardens.

In conclusion, the Premier told the Governor to raise the farmers’ awareness of the Government’s subsidies offered for the lease and purchase of agricultural machinery, drip irrigation systems, establishment of intensive gardens and installation of hail-proof nets.
