Kotayk Marz Governor Reports Progress in Marz Development Programs

Kotayk Marz Governor Karapet Guloyan reported to the Prime Minister progress in the implementation of the assignments given during the consultation held in Tsakhkadzor on July 8 and the Marz development programs.

Touching upon the revenue receipts from garbage collection, the Governor noted that the collection rate for individuals was 84% for the first 8 months of 2017, while the number of contracts signed with legal entities rose to 3,500, which is twice as much as in May of this year. The Governor noted that the legal acts on the requirements for cleaning services and tariffs for legal entities are already in the final stage.

It was noted that according to the data of the first eight months of 2017, the amount of paid healthcare services to the budget makes 215 million drams. The Governor assured that intensive work is being carried out to increase the amount and eliminate existing deficiencies, as well as involve private managers in medical institutions.

The Governor also gave information on the ongoing investment programs, underlining that 100 investment projects worth 47 billion drams are already in process in his province, which are expected to create about 2500 new jobs. The Governor noted that these programs are not yet included in the investment programs announced by the Government.

In response to the Prime Minister’s request for investments made at this stage, Karapet Guloyan reported that around 30 billion drams had been invested, with 1,400 new jobs created as of September 25. In addition, 16.9 billion drams were said invested in industry, 8.6 billion drams in agriculture, 2 billion drams in the IT sector and other spheres.

The Governor noted that at this stage new investment programs are being discussed and detailed information will be presented during the next discussion.

The meeting next discussed issues related to the 18% growth recorded in the tourism sector in the period under review and specific programs for infrastructural development in Tsakhkadzor.
The Governor advised that large-scale greenhouse farm and intensive garden projects are underway in agriculture.

The greenhouse area increased by 20 hectares to make 81 hectares in 2017 as compared to last year. There are 912 hectares of intensive gardens; latest technologies are used on 226 hectares of farmland (hail-proof networks, drip irrigation systems, etc.). 26 hectares of intensive gardens were established in 2016, and 200 hectares - in 2017.

At the same time, the Prime Minister asked about the progress of agricultural programs subsidized by the government. The Governor reported that as of September 2017, 8 units of farm machinery and 11 units of agricultural equipment had been purchased by program beneficiaries from Zar, Proshyan, Zoravan, Arzakan, Solak, Hrazdan communities within the framework of the State lease support program. According to him, this is the highest nationwide index.

In order to benefit from the Government-approved loan interest rate subsidy program, 300 applications have been filed, mainly relating to the expansion of the livestock sector and establishing of intensive gardens with new technologies.

Karapet Guloyan advised that, pursuant to the Prime Minister’s instruction, efforts had been made to enhance community own revenue, which makes 103.9% of the results recorded at this stage and is 373 million drams up the amount stated in the same period last year.
