E-Justice Committee Holds Meeting



On December 24, the Interdepartmental Committee on E-Justice met in the Office of Government, chaired by Deputy Prime Minister Tigran Avinyan.

Tigran Avinyan reported on the work done following the decisions adopted at the previous sitting. He advised that the system of electronic criminal proceedings has actually started and the newly created working group will prepare a detailed description by the end of March. It was also decided to collect ongoing and planned e-Justice programs to discuss with the donor community. Tigran Avinyan stressed the need for discussing, developing and modernizing the databases of legal acts under the Comprehensive Judicial Reform Program as part of a unified e-justice system.

The online legal information system (arlis.am) is a comprehensive database of legal acts adopted by the competent authorities of the Republic of Armenia. In addition, e-draft.am, a single website for publishing the drafts of legal acts, is operating in parallel to arils.am. In the meantime, the system of digital law-making activities - drafting, circulation and adoption of draft legal acts – is still pending,

Tigran Avinyan advised that a qualitatively new electronic platform will be created through the integration of “arils” and “e-draft” systems that will help fully digitize law-making activities. This is important in terms of both improving the quality of law-making activities, creating a new culture in this area, and for providing a favorable and predictable business environment in the country.

In addition to serving the relevant government agencies and public officials, the new legal information system will act as a citizen-centric platform with the necessary toolkit to meet the needs of citizens and businesses.

The meeting participants discussed in detail the projects being implemented or planned in the field of e-Justice, as well as a report on the Legal Information System Modernization Program.
