Tigran Avinyan chairs meeting of the working group on coordination of work on construction of residential district 33 in Yerevan

On April 7, 2021, Deputy Prime Minister Tigran Avinyan chaired a meeting of the Working Group on Coordination of Work on Construction of Residential District 33 (Firdusi) in Yerevan.

Addressing the meeting, Tigran Avinyan noted that the program of developing the 33rd district is being successfully implemented, first of all, having in mind the positive conclusion of the environmental impact assessment in the process of the project works.

The Deputy Prime Minister stressed that the state should pursue a policy of balancing in three directions. First, it is necessary to take into account the interests of residents, who must receive fair compensation for their property. Secondly, the interests of investors must be taken into account so that there is a certain logical threshold of profitability. Third, the public interest must be guaranteed. The construction program should be launched this year on the basis of coordinated work and the recognition of these areas as an equal priority.

Referring to other major urban development projects, the Deputy Prime Minister noted that according to the policy adopted by the government, major construction programs, starting from the design works, should be implemented on a competitive basis. This practice has already been applied in the case of Kond District and also applies to the construction program that is being prepared in Noragyukh. He stressed that transparent bidding procedures are important to ensure public confidence in such projects.

The meeting referred to a wide range of issues concerning the construction of Residential District 33 in Yerevan. In this context, a full draft design for the construction of completed spatial solutions and buildings of the quarter was discussed. One of the important issues on the agenda was the determination of the most acceptable solutions for the preservation of the monuments located in the quarter, their territories and conditions for visual perception during construction.

It was stressed that all cultural and historical monuments will be preserved, and protection and strengthening works will be carried out in accordance with the law. Reference was next made to the current stage of urban development activities: 10 out of 18 lots have already been realized, and it was decided to involve corresponding entity of local administration in the remaining 8 lots to increase the efficiency of the works.

In conclusion, the Deputy Prime Minister gave corresponding instructions for further action.
