Tigran Avinyan Attends Integrated Public Services Office Opening Ceremony
On June 23, 2021, Acting Deputy Prime Minister Tigran Avinyan attended the launch of the Integrated Office of Public Services in Gyumri. The project was supported by the Ministry of Justice of the Republic of Armenia, Haypost CJSC and the U.S. Agency for International Development.
After cutting the red ribbon and announcing the official opening of the office, the Acting Deputy Prime Minister made a welcoming speech. He first congratulated Armenia for holding free, fair, transparent and democratic elections. “I consider it an important milestone for our country, our people. After this milestone we will really appreciate the victory of democracy and open the door to long-term development and deep reforms.”
Tigran Avinyan added that back in 2018, the Armenian government adopted the public administration reform agenda as a priority: “Public administration reforms consist of four main pillars, one of which is the provision of public services, and the level of relations between the state and the citizen depends on the quality of public services. We can say that these are the first steps, after which we will have platforms for digital services, services offered through mobile applications, and we expect to have such applications by the end of this year.”
The Acting Deputy Prime Minister noted that the integrated offices not only provide an opportunity to centralize public services and spare citizens the trouble of visiting different agencies and wasting time, but they also change the quality of service. “I wish to felicitate everyone on the launch of this large-scale project, I want to congratulate the residents of Gyumri, the public at-large, other ministries, agencies and Haypost for the work done. I wish to thank our international partners for valuable contribution.”
Tigran Avinyan walked around the premises to get acquainted with the services provided. Each of the 29 desks is dedicated to a specific group of services. The integrated office will allow Shirak Marz residents to get some 110 services in one place, including the services of the Compulsory Enforcement Service of the Ministry of Justice, the Civil Registry Office, the State Register of Legal Entities, the National Archives, the Social Security Service of the Ministry of Labor and Social Issues, the Passport and Visa Police Department, the Committee of State Revenue and Cadastre Committee. Two similar offices have so far been inaugurated in Yerean and Idjevan
The opening ceremony was attended by Acting Justice Minister Rustam Badasyan, Acting Minister of Hi-Tech Industry Hayk Chobanyan, Governor of Shirak Marz Hovhannes Harutyunyan, Mayor of Gyumri Samvel Balasanyan, Haypost Director General Hayk Karapetyan and USAID representatives.
