The Constitutional Court’s ruling to contribute to the further development of the social security system in Armenia



“We have a ruling of the Constitutional Court, which not only may contribute to the further development of our legal system, but also demonstrates its place and role in the protection of human rights," Minister of Justice Hrair Tovmasyan told today’s news conference concerning the ruling of the Constitutional Court issued yesterday, which recognized some provisions of the funded pension law unconstitutional.

According to the minister, the ruling can be seen as a precedent not only for future rulings, but also as a prototype for countries with a specialized constitutional control system.

Mr. Tovmasyan observed that the decision can actually contribute to the further development of the social security system in Armenia since part of the legal reasoning assessments and analyses may serve as a guide for government policies.

“This process has shown that our political system and civil society are ushering in a qualitatively new stage of development,” the minister pointed out.

The speaker noted that as effective from January 1, 2014, the National Assembly-adopted law continues in force, and the government has the opportunity to amend those provisions mentioned by the Constitutional Court.
