2012-2014 Medium-Term Expenditure Program Approved
A cabinet sitting was held today, chaired by Prime Minister Tigran Sargsyan.
Anticipating the sitting, the Prime Minister presented the findings of a recently conducted monitoring of public services which testify that corruption risks have been reduced in a number of spheres.
As part of the budget exercise, the 2012-2014 medium-term expenditure program has been approved to provide a basis for the design of FY2012 State budget bill. It will give a broad understanding of fiscal policy priorities and spending policy strategy for the next 3 years.
The government amended a previous decree to lay down a procedure for invalidating the fiscal accounts applicable to those accounts written out after January 1, 2011.
Amending another decree, the government called off the standing requirement for taxpayers to submit written applications for cash-register registration purposes.
The meeting specified different levels for the provision of healthcare services to the population with a view to providing better conditions for early warning, prevention and treatment of diseases, as well as for improved targeting of State-order funds.
To ensure a closer tie-up linkage between school and university learning, the meeting decided to reorganize the Yerevan, Gyumri and Vanadzor base gymnasiums by the Yerevan State Engineering University tying them up with Yerevan State Engineering University SNCO.
The Republic of Armenia Police by Government was acknowledged to be the authorized entity for delivery of conventional traveling papers under the Armenian law on refugees and asylum. The decision is due to facilitate the process of issuing refugee identity cards to such persons as have been granted asylum in the Republic of Armenia.
Approving a set of technical specifications for food additives, the cabinet charged the Minister of Economy to pass and publish by January 1, 2014 relevant testing and sample-taking procedures together with the national standards applicable to the food-additive-tenure determination methodology.
The government next endorsed a set of amendments to the Land Code of the Republic of Armenia, as well as to the laws on local self-government and local self-governance in Yerevan in an effort to check corruption risks by clarifying the powers delegated to community heads in matters relating to the alienation of community-owned plots of land.
The meeting backed amendments to the law on TV and Radio seeking greater and easier access to information for persons with hearing disorders.
The meeting agenda comprised some two dozen items altogether.
